Build on certainty, not doubt.

If the doubt arose during the tawaf, take the lower number you're certain of, and complete the remaining circuits from there. Your tawaf is valid.

If the doubt arose after you've finished the tawaf and moved away from the Mataf, ignore it. Assume your tawaf was valid. Doubts after the fact do not undo a completed act of worship.

The principle: the original ruling is that an act of worship, once completed in good faith, stands. Doubt without specific cause does not invalidate it.

Across the four schools

Ḥanafī
Take the lower count if in doubt during. After completion: assume valid; consider repeating if the doubt is strong (rare).
Mālikī
Build on certainty; if completed and unsure, ignore. A second tawaaf is supererogatory not required.
Shāfiʿī
Same: lower count during; assume valid after. Hisar Travel guide explicitly cites this for Singaporean pilgrims.
Ḥanbalī
Lower count during. After: ignore unless the doubt rises to certainty (e.g. you remember a clear gap). Then complete the missing circuit.

What if my Hajj is going to be invalid?

It is overwhelmingly likely it is not. The Prophet ﷺ was asked many such questions and his answers consistently lean toward ease and forgiveness within the parameters of the act. Be at ease. If you want a second opinion in person, the Saudi Ministry of Hajj has scholar desks at the Haram and the major holy sites.
