The Saudi permit system has changed significantly. This is what you actually need to do.
If your Hajj is booked through Nusuk, you already have everything.
Hajj permits in 2026 are Nusuk-exclusive. If you registered through Nusuk (directly, or via your operator who books through Nusuk), your Tasreeh permit and your Nusuk Card are issued automatically. You don't need to apply for anything separately.
Where Tawaaf can't help: if your trip was booked outside Nusuk, your Hajj is not authorized. The 2024 deaths were disproportionately unauthorized pilgrims.
Nusuk Card · Tasreeh · Visa
Penalties under the 2026 rules
Saudi authorities significantly tightened enforcement after the 2024 deaths. These apply equally to pilgrims and to operators who facilitate unauthorized travel.
Critical permit windows
- 13 April 2026 — Makkah entry restricted to permit-holders only.
- 18 April – 31 May 2026 — Umrah permits suspended.
- 29 April 2026 — last day Umrah-visa holders can lawfully remain in the Kingdom.
- 25 May 2026 (8 Dhul-Ḥijjah) — Hajj begins; Tasreeh enforcement at maximum.
Go to the Ministry of Hajj & Umrah Customer Service desk at your group's accommodation, or call the Hajj help line at 1966. Issues raised before peak Hajj days are usually resolved within 24 hours. Do not try to enter Mina or Arafat with broken paperwork — you will be turned away at the checkpoint.
